KUALA LUMPUR: Malaysia cannot control rubber prices in the global market as it does not have the majority say, said Deputy Prime Minister Datuk Seri Fadillah Yusof (pix) who is also Plantation and Commodities Minister.

Fadillah said the government is aware and concerned about the current instability of rubber prices.

“Intervention from the government to set or control (rubber) prices is minimal as Malaysia’s share of global rubber production is only an estimated three per cent.

“Therefore, the country is unable to control rubber prices,“ he told the Dewan Negara today in reply to a question from Senator Datuk Mohd Hisamudin Yahaya about the government’s plan to stabilise rubber prices, which has been unsettling smallholders.

Fadillah said various factors influence raw rubber prices, such as the performance of the rubber futures market, crude oil prices, foreign exchange rates and the economic growth of the major rubber importers and exporters.

He said, nevertheless, the government is working hard to help stabilise rubber prices through several initiatives.

Fadillah said among the measures taken is to foster cooperation with other rubber-producing countries, such as the International Tripartite Rubber Council framework and the Association of Natural Rubber Producing Countries (ANRPC) to stabilise prices by managing supply and increasing the use of raw rubber among the producing countries.

He added that the government, via Budget 2024, has increased the price activation level for the rubber production incentive (IPG) to RM3.00 from RM2.70 a kilogramme with an allocation of RM400 million.

Fadillah said the government is also working on implementing a mechanism to increase plantation owners’ revenue by improving productivity and the rubber supply chain as well as the rubber business.

“This mechanism will be implemented using the latest technology and by increasing cooperation with industry players such as cooperatives, entrepreneurs and processing plants,“ he said.

Fadillah said that among the three main initiatives to improve the rubber sector is the Rubber Industry Transformation Project through clustering and value-adding activities for smallholders, the New Latex Production Incentive Model pilot project and a pilot project using gas stimulants for rubber production using technology developed by the Malaysian Rubber Board.

“These mechanisms are designed to increase rubber production and the value-add of rubber (products) to contribute to raising the income of smallholders,“ he added. -Bernama

KUALA LUMPUR (Nov 3): The Malaysian Rubber Board (MRB) and Singapore-based technology company Agridence Rubber Pte Ltd have inked a technical collaboration agreement to set up a digital trading platform for sustainable natural rubber.

In a joint statement on Friday, MRB and Agridence said the scope of the cooperation is to develop an integrated end-to-end trade and traceability system to streamline the transition towards regulatory compliance and sustainability with the final goal to provide Malaysian Sustainable Natural Rubber (MSNR) to the stakeholders.

"The agreement marks a new milestone for the rubber industry to integrate digital traceability systems to promote transparency and sustainability of Malaysian natural rubber. 

"This one-year project has started on Oct 2, 2023," it said. 

The statement said the pilot project between MRB and Agridence paves the way for an innovative and collaborative endeavour, focused on harnessing technology to facilitate extensive data sharing and the integration of digital traceability systems.

"Agridence and MRB will jointly establish a robust framework for seamlessly sharing and integrating data, including traceability data spanning the entire rubber production process, distribution, and processing. 

"The integrated data will be linked with the Agridence Rubber Platform, where physical natural rubber trades take place between Malaysian rubber producers and buyers," it said.

According to the statement, MRB is active in digitalising the domestic rubber supply chain through initiatives such as the Rubber Transaction Authority Permit (PAT-G) for smallholders, RRIMniaga™ application for dealers, e-Rubber Processor (e-RP) for processors, and e-Rubber Manufacturer (e-RM) for manufacturers. 

It said the digitalisation enables a partnership with Agridence, ensuring end-to-end visibility of natural rubber, and furthering the MSNR initiative.

KUALA LUMPUR: The government has disbursed over RM474 million to 217,705 rubber tappers under the Rubber Production Incentive (IPG) as at August this year.

Deputy Prime Minister Datuk Seri Fadillah Yusof said the government remained committed in ensuring that the worries of rubber tappers were heard, and had, during the 2024 Budget, announced that the activation pricing level for IPG had been increased from RM2.70 to RM3 per kilogramme (kg), with an allocation of RM400 million.

"It is hoped that the increase in incentives would alleviate the burdens of smallholders especially when there is uncertainty in rubber price.

"The Plantation and Commodities Ministry, through the Malaysian Rubber Board, had also conducted the latex production incentive (IPL) pilot project," he said in Dewan Rakyat today.

Fadillah, who is also the Plantation and Commodities Minister, further explained that the monthly incentive rate had been increased to RM2 per kg for 100 per cent dry rubber, up from RM1 per kg, and the minsitry had also introduced a participation incentive payment of RM200 per month for a limited period of one year.

He also said the ministry had also made encouragement incentive payments of RM100 monthly for a year and a productivity incentive based on yearly productivity that achieved targets.

"This will involve smallholders selling latex produced directly in factories where transportation costs will be reduced and smallholders receive higher prices for their yield.

"This pilot project started in Sungkai, Perak, and will be expanded to Kedah and Sabah," he added.

Fadillah was responding to a question by Datuk Adnan Abu Hassan (Barisan Nasional-Kuala Pilah) who had asked about the government's methods and initiatives to help rubber tappers who were facing challenges with the low rubber prices.

PETALING JAYA: The plantation and commodities ministry is conducting a study on the development of genomic technology to produce high-quality and disease-resistant rubber tree clones, the Dewan Rakyat was told today.

Its minister, Fadillah Yusof, said this is one of the research and development (R&D) initiatives being carried out as a long-term plan to help increase rubber production for smallholders.

He said one of the main challenges faced by smallholders is that rubber trees often get infected by disease, particularly white root disease, which impacts the productivity and yield of the commodity.

“We are also focusing on R&D involving seed planting using machines and automated tapping methods for a positive impact on the productivity of rubber production.

“Similarly, we aim to develop harvesting and marketing methods to ensure that our products are sustainable and internationally accepted,” he said during the minister’s question time, reported Bernama.

He was responding to Adnan Abu Hassan (BN-Kuala Pilah), who wanted to know the measures and initiatives taken by the ministry to help smallholders facing the problem of low rubber prices.

Fadillah said another measure being taken is through the rubber industry transformation project (Target), which provides technical support and funding to smallholders to encourage their involvement in the rubber production chain.

“Until August 2023, six Target participants, including cooperatives and entrepreneurs, have passed the incubator phase. The next stage is the monitoring process for the opening of the crepe rubber processing centre at suitable locations,” he said.

He also said crepe rubber that can be sold at a higher price is one alternative for rubber smallholders in diversifying their source of income.

SUNGAI BULOH: Malaysia's earthquake resistant rubber technology for the construction sector will be highlighted during a ministerial mission to China next year.

Deputy prime minister and Plantation and Commodities Minister Datuk Seri Fadillah Yusof said the technology was among the products under his portfolio he would introduce to China.

This comes after Prime Minister Datuk Seri Anwar Ibrahim on Sunday said Malaysia and China have agreed to enhance cooperation through commodities and agricultural-based industries.

Fadillah said he would personally plan the mission following Anwar's invitation for Chinese President Xi Jinping and Premier Li Qiang for an official visit to Malaysia to mark the 50th anniversary of Malaysia-China diplomatic relations in 2024.

"We will look into what fields we can venture into and expand our cooperation. It will include the construction sector where we can explore products that ensure buildings can resist quake shocks.

"This product is very renowned. It will include the products that we have created and are used in the United Kingdom and other countries as a result of our research and development efforts," he said after launching the Malaysian Rubber Board Technology Day at Akademi Hevea Malaysia here, today.

Present was board director-general Datuk Dr Zairossani Mohd Nor.

Fadillah said a collaboration between the board and the Tun Abdul Razak Research Centre (TARRC) had produced seismic rubber-bearing products.

"It was designed to tackle structural movement due to temperature changes or installed on building structures as protection against shaking due to earthquakes.

"Among the structures in Malaysia which use the seismic rubber-bearing products are the Second Penang Bridge, the Akademi Hevea Malaysia Langkawi building and the Malaysia Palm Oil Board in Lahad Datu, Sabah which are produced by a local rubber manufacturing company," he added.

The collaboration also produced NaturalFR where its compounds used in rubber products became fireproof and have low smoke and low toxicity.

"The compound was also used to make fireproof products at the entrances of several train stations in the United Kingdom," said Fadillah.

The ministry, he added, would monitor the R&D closely to ensure that it fulfilled the needs and wants of the nation's rubber industry.

Fadillah said that the government did not want R&D projects that were inapplicable due to the absence of external factors or because they did not meet the needs of the upstream and downstream industries.

"R&D projects require high funding apart from specialised research expertise. Therefore such investment must be utilised to its best as it involves government money.

"I want to stress that R&D projects that are demand driven need to be prioritised to uphold the country's rubber industry," he added.
